Since then, I've formalized a 5-step verification protocol that I run every time we order custom packaging from manufacturing partners like Bemis (now under the Amcor umbrella). This checklist is for anyone who actually reviews the deliverables—not just the procurement team. The 5-Step Quality Checklist for Custom Packaging Orders

Step 1: Lock Down the Critical Dimensions—Not Just the Product Size

Most spec sheets focus on the product dimensions. That's step one, but it's not enough. What matters more is the tolerance stack-up.

  • Define the critical-to-quality (CTQ) dimensions. These are the dimensions where a deviation of even 0.5mm causes a functional or regulatory problem. For a sharps container, it might be the lid closure fit. For a sterile pouch, it's the seal width.
  • Specify the measurement condition. Does the spec apply to a flat sheet or a formed pack? At what humidity? I've seen 2mm differences in paper-based packaging between 30% and 70% relative humidity.
  • Include a minimum and maximum target. Don't just say '10 inches.' Say '10 inches ± 0.2 inches.' A vendor like Bemis will work to tighter tolerances if you specify them upfront, but they need to know which ones are critical.

The check: On the quote or purchase order, confirm that the CTQ dimensions and their tolerances are explicitly listed. If they're not, ask for them.

Step 2: Validate the Print Registration and Color Spec at Production Scale

This is where the invisible costs live. A proof on a digital printer looks perfect. The production run on a flexo press? Different story.

  • Color matching: Specify Pantone numbers, not just CMYK builds. Industry standard color tolerance is Delta E < 2 for brand-critical colors (reference: Pantone Color Matching System guidelines). I require a Delta E report with the first article.
  • Registration tolerance: If you have a sterile barrier with a printed seal line that overlaps the seal area, specify the registration tolerance in millimeters. 'Good enough' isn't a spec.
  • Print-to-cut registration: This is the one most people forget. The printed graphic might be perfect, but if it's shifted 2mm relative to the die-cut shape, it can look off-brand or obscure a critical label area.

I once ran a blind test with our marketing team on two samples of the same medical pouch: one with perfectly registered graphics (Delta E 1.2) and one with slightly off-registration (still within 'industry standard'). Without knowing which was which, 78% of them identified the well-registered sample as 'more professional.' The cost difference per piece on a 50,000-unit annual order? About $0.04 per unit—so a total of $2,000 for a measurably better brand perception. Worth it.

Step 3: Confirm the Material Specification with the Manufacturing Partner

This sounds obvious, but I've seen it trip up teams when a material is discontinued or reformulated. Bemis, as one of the larger manufacturing companies in the packaging space and now part of Amcor, has a broad material library. But 'equivalent substitute' can mean different things to different departments.

  • Request a material data sheet (MDS) for the exact production material. Not the 'standard' one from the product line, but the one that will be used for your specific run.
  • Check the basis weight and gauge. Paper weight equivalents can be confusing. 100 lb text is approximately 150 gsm; 80 lb cover is about 216 gsm. Verify the spec in the unit type your quality team uses.
  • Clarify the adhesive and coating specs. For healthcare packaging, is the adhesive compatible with your sterilization method (EtO, gamma, e-beam)? If you're specifying a drawstring bag pattern for industrial use, is the drawstring material strong enough for your required weight?

The check: Get the material spec in writing, and save the MDS. I archive it with the PO. When the inevitable 'we substituted a similar material' call comes six months later, I have the original spec to compare against.

Step 4: Define the Incoming Inspection Criteria Before the First Run

Too often, the quality team is handed a finished product and told 'make sure it's right.' But what is 'right'? Define it upfront.

  • AQL levels: What Acceptable Quality Level (AQL) are you using for visual and dimensional defects? I default to AQL 1.0 for critical defects and AQL 2.5 for major defects, but this varies by industry.
  • Sampling plan: Are you inspecting 100% of the first article, or using a statistical sampling plan (e.g., MIL-STD-1916)? Specify it.
  • Specific defect types: Define what constitutes a defect for your application. A smudge on the inside of a shipping carton might be fine. A smudge inside a medical device pouch is not. I've seen a 34% increase in customer satisfaction scores after upgrading our cosmetic inspection criteria for visible packaging components.

The check: Attach the inspection criteria to the PO or include them in the quality agreement. Don't rely on the vendor's standard inspection sheet—they may not know what 'critical' means to you.

Step 5: Document the Sign-Off Protocol for the First Article

This is the step that everyone thinks they do, but usually falls apart when there's a time crunch.

  • Require a first article approval (FAA) before production. A physical sample from production tooling, not a prototype. A digital proof doesn't count.
  • Set a deadline for the FAA. In your contract or PO, say: 'First article must be submitted within X business days of order confirmation. Production cannot begin without signed FAA.'
  • Define the sign-off chain. Who signs off? For us, it's the quality manager (me) and the brand/engineering lead. Two people, two signatures. One for functional specs, one for appearance.

This was accurate as of Q2 2025. The packaging market changes fast—especially with material costs and regulatory updates—so verify current standards with your Bemis/Amcor account manager before locking in specs.

A Few Things I've Learned the Hard Way

  • Don't assume 'industry standard' matches your requirement. Industry standard for one vendor might be ±1mm registration. Yours might need to be ±0.5mm. You have to specify it.
  • The margin for error shrinks with scale. A defect that affects 1% of a 1,000-unit run is 10 pieces. The same defect rate on a 50,000-unit run ruins 500 pieces. I had a batch of 8,000 units ruined in storage because the packaging material had an unexpected moisture sensitivity that wasn't in the original spec sheet. The supplier's data sheet had been updated two months after our order, and no one told us.
  • If you're new to specifying packaging for healthcare or industrial use, ask Bemis/Amcor about their existing checklists. They're a large manufacturing company with decades of experience—they likely have a pre-built list for your use case. But don't stop there. Customize it to your risk tolerance. Their standard checklist is a starting point, not a finish line.

Honestly, I'm still not entirely sure why some custom packaging runs go flawlessly while others snowball into rework. My best guess is it comes down to how clearly the critical requirements were communicated at the start—not during the 'we'll fix it in production' phase. Good specs are cheap. Rework isn't.
